A PROPOS Le Centre du patrimoine culturel immatériel d'Israël, ICH-ISRAEL, est une association sans but lucratif, créée par des volontaires israéliens afin de souligner l'importance de la préservation du patrimoine culturel immatériel d'Israël, en assurant une meilleure protection des éléments du patrimoine vivant et en prenant conscience de leur valeur, répertorier et promouvoir des projets de sauvegarde, promouvoir des événements et des festivals, la diversité culturelle, soutenir les artistes et artisans, l'expression créative et mettre en place des cours pour la transmission des savoirs, des arts et des traditions. L'association fonctionne de manière indépendante et en dehors de tout contexte politique, son objectif principal étant le développement du domaine culturel israélien. Contexte et motivations Le fait de mettre en valeur notre propre patrimoine culturel renforce la reconnaissance des autres identités et patrimoines culturels existant en Israël, c’est par une recherche de reconnaissance mutuelle et la protection des droits des minorités culturelles, que nous pourrons atteindre nos objectifs. Il n’y a pas de pays dans tout le Moyen-Orient, qui respecte le plus le droit à la liberté d’expression culturelle ainsi que le droit à la liberté de culte qu’Israël. Cela fait partie de nos valeurs fondamentales, Israël est par sa nature même un pays multiculturel puisque le pays rassemble en son sein des immigrants de tous les pays du monde, dont près de deux millions d’Arabes israéliens et autres ethnies culturelles diverses et c’est ce qui lui donne son extraordinaire richesse humaine. Le patrimoine culturel israélien est également menacé par l'uniformité et l'homogénéité produites par la mondialisation et son modèle de développement, qui tendent à s'imposer comme la culture universelle tant au niveau des comportements sociaux que dans le domaine culturel et artistique. La tendance à la mondialisation en termes de création artistique représente une menace pour l'identité et la culture israéliennes pour les générations futures. Les métiers traditionnels, l'artisanat traditionnel, les coutumes, les costumes, les instruments de musique, les contes populaires sont en voie de disparition. Les pièces de théâtre, les spectacles de danse, les concerts sont pour la plupart modernes. La musique devient électronique, les jeunes raffolent du rap, de la trance, de l'acid house, de la techno, du hard rock, des musiques qui n'ont rien à voir avec leur identité et leur culture et qui les abrutissent. La transmission de la culture se perd de plus en plus et les métiers traditionnels disparaissent faute de rentabilité et d'intérêt public.
